Applications are open for the Azerbaijan Government Scholarship 2025/26. This Program marks the memory of Heydar Aliyev, the National Leader of Azerbaijan. The Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan are pleased to announce the “Heydar Aliyev” International Education Grant Program for the 2025-2026 academic year. The Scholarship is open to International students to undertake Preparatory courses, Undergraduate, Graduate, Doctoral, and General Medicine/Medical residency programs. The Duration of the Scholarship is 5 years, and around 100 Scholarships will be provided. There is no application fee, and applicants in any academic field can apply. Eligibility Criteria

  • The Scholarship is open to all Nationals except Azerbaijan.
  • Citizenship: Citizens of the Republic of Azerbaijan or individuals whose citizenship in the Republic of Azerbaijan has been terminated will not be considered for the scholarship.
  • Age Requirements (as of September 15, 2025):
    • Undergraduate and general medicine programs: Foreign nationals must be below 35 years old.
    • Graduate and medical residency programs: Foreign nationals must be below 40 years old.
    • Doctoral programs: Foreign nationals must be below 45 years old.

How to Apply for the Azerbaijan Government Scholarship 2025/26?

Step-by-Step Application Process:

  • Do not apply directly. You must wait for your country’s designated authorities (Ministries, Embassies, and Higher Education) to announce the call for applications.
  • Apply and submit your documents to the respective authorities.
  • The respective authorities will then select and nominate eligible candidates.
  • If nominated, you will proceed to the second stage of the application process. This involves applying through the Study in Azerbaijan Centralized Admission Service (SIACAS).
